Experience

Rafael is an experienced criminal trial lawyer.  Before entering private practice he spent 8 years with the San Diego District Attorney’s Office. 

As a prosecutor he gained tremendous insight into the best tactics to defend civilian criminal actions.  While working at the DA’s Office, Rafael prosecuted both misdemeanor and felony cases.  He was responsible for reviewing, issuing, and negotiating over 1500 cases ranging from petty theft to homicide. 

As a prosecutor in the Computer and Technology High-Tech Task Force he received valuable training in computer forensics and digital evidence.  Rafael handled complex cases involving identity theft, credit card theft, check washing, internet fraud, network intrusion, cellular phone cloning, webpage hijacking, and threats sent over e-mail.  In 2004, Rafael was invited to teach the principles of building and funding task forces to over 140 prosecutors from all over the country at the National District Attorney Association’s training facility in South Carolina.

As a prosecutor in the DA’s Narcotic Unit, Rafael worked closely with the Drug Enforcement Agency (DEA), the North County Gang Task Force, and the Joint Narcotic Task Force- Team 6 and Team 7.  Rafael litigated numerous search warrant issues.  He advised and coordinated several large-scale investigations and prosecutions of organized drug trafficking networks.
